It basically requires reworking the whole game to use all the power available for x64 applications and without that it would simply be a less stable version of the current game.
the 64 bit is complete and requires a seperate download at some point in the future, was in a article some time ago, this game has a lot of future proofing to some extent in the pipeworks, the only thing it doesnt have is plans for DX12 that MS has announced XD
