Beta is over when the company says, "Beta has ended" and starts charging for boxes instead of just opening up a free digital download. SE had every intention of trying to charge for FFXIV. It wasn't until all of the negative reviews came that they gave an extra month. Then another. Then extended indefinitely until they get it fixed.

They were going to charge monthly for launch. That is when you know Beta ended. The fact that it's still in a stage that most other MMOs would call a Beta doesn't matter. Frankly, Cata's Beta was much better than this game we have right now. When SE gives me the money back for the box, manual, and disc, then I'll gladly call it a beta. Until then, no, it's not.
Beta is the software development phase following alpha (beta is the second letter of the ancient Greek alphabet, used as the number 2. It is not nowadays usual to speak of a later gamma test). It generally begins when the software is feature complete. The focus of beta testing is reducing impacts to users, often incorporating usability testing. The process of delivering a beta version to the users is called beta release and this is typically the first time that the software is available outside of the organization that developed it.

The users of a beta version are called beta testers. They are usually customers or prospective customers of the organization that develops the software, willing to test the software without charge, often receiving the final software free of charge or for a reduced price.
A feature complete version of a software is not yet final, but contains all intended functionality of the final version.

Usually a feature complete software still has to undergo testing and bug fixing as well performance or stability enhancing before it can go to release candidate and finally gold status.
So it's actually between beta and alpha. We're beta for PS3 release. Get over it bro.

EDIT: I don't mean literally. But from a development stand point it is more like a beta version than a release version.
