Actually, the Calamity destroyed the sahagins spawning grounds, so they had to expand into Lominsan territory. Apparently they can't just lay clutches anywhere, certain unspecified conditions must be met. Unfortuanetly, the only place with those conditions are Lominsan territory.

Personally, I find Garuda's madness charming and . . . kinda hot.

My problem is that I'm attracted to the crazy ones. I'm aware of this. >_<

Personally, it's Garuda's back end I find kinda hot .

Not entirely.
The beastribe quests voor the Sahagin tell us that their original spawning grounds were destroyed in the calamity. So they are now searching for new spawning grounds. Unfortunately they chose the shores of Vylbrandt, and the Lominsians don't seem very keen on letter them stay, leading to the continued conflict between them.

The purpose of the spawning grounds is, or maybe I should say was, just raising new offspring. However the Sahagin living there have become so obsessed with defending their teritory and worshipping Leviathan that it has become a battlefield. Novv clearly disaproves of their attitude, and it sounds to me like the Sahagin living in the Indigo Deep (where they appear to have a city) are much less violent, and much less keen on expanding their teritory than those in the spawning grounds.

But yes, originally they were just fighting for survival. But by now their purpose seems to have changed, possibly due to Leviathan tempering them. I never played 1.0, so I don't know what the Sahagin story was like at the time, but quite possible it still started with finding new spawning grounds for survival.
