Steps:
I've recently reactivated my 1.0 character and began playing. I've completed the first part of the main story quests and have started on the new stuff. I've reached the quest, "Hest of the Best" and am unable to progress.

I can't seem to find a way to initiate the ability to do levequests or guildhests. I've searched the internet went to various NPCs in the game and can't find anything. I've been to all the known NPCs for this and they do not offer anything.

So, now I'm stuck...

If you can't do levequests you need to unlock it first.
Have you completed sidequests?
Depending on which area you started, there is a leve unlock quest in Bentbranch Meadows, Horizon or Swiftperch.

And also, for guildhests, you need to make the last you have to unlock a new. So if you have two lv 10, make both and will open a lv15. Make it and will open a new lv15. And so on, having two per 5 level increase
