This sounds more like an issue with your PC. Those loading times and the camera lag are both usually caused by the GPU rendering slow. Do the camera thing with your system config window open in game and you'll see your FPS crash to single digits temporarily. Your ping is just fine since your info states it peaks at a bit over 100 ms.
