Server latency on Jenova (pc game client)

*Lag may be a better description of what I have experienced than latency, I'm uncertain.

    Time: LT 3:41 PM PST
Frequency: Always. Constant since 5:30pm 5/5/2014
    World name: Jenova
    Character name: Koysta Saushkin
NPC name: Hehezufo Independent Arms Mender
    Monster name:
    Class/Level: Carpenter / Level 30
    Party or solo: Solo
    In-game time: LT 3:41 PM
Area and coordinates: Ul'dah - Steps of Nald
    TERRITORY_TYPE: 130
    POSITION: -157.999222,14.005000,42.425346
    Steps:
    1. Lengthy pauses for simple tasks. Examples:
-Pauses of .5 second or more by simply rotating the camera angle (with both gamepad and keyboard).
-Character freezes/pauses in mid air for .5 second or longer then regains movement. This then repeats constantly.
-Loading game from character log in lasts 2-6 minutes. -Changing areas through gates or use of aethernets result in another pause/load time of 2-5 min.
-ALL NPCs are not visible for anywhere from 1-7 min
-Summoning a retainer takes approx 2-5 min before the retainer is visible.
-Items are not immediately visible in inventory.
-*These are only examples, there is a delay in every aspect of the game.
    2. Steps I have taken to verify this is not some random error:
    - Restarted pc and game client numberous times with no change.
    - Duplicated this issue on both wired and wireless connections.
    3. This pause/freeze/lag issue happened on 4/4/2014 from first log in through 4/7/2014. On this occasion, I rebooted the router and modem which did not correct the issue. Furthermore, we have two SE accounts in this household (both in my name). The other account is tied to our PS4 and the 2nd account's character is also in the world of Jenova and has suffered none of these issues while playing at the same time. This appears to suggest that there is not an issue with our internet service.

    <*Add more steps if necessary>

    Connection Specs
    - Type of internet connection/provider: High Speed Cable / Comcast Cable.

    Speedtest.net results ran 4:35p 5/6/2014:
    Comcast Cable 98.237.160.13
    ping 10ms
    download speed 55.28 mbps
    upload speed 12.10 mbps
    - Modem maker/model number: Motorola / Surfboard SB6121

Windows 7 Resource Manager reports a latency that fluctuates from 90-150.
