Trying create Character on Server

I am looking at that site and it said Creation is open for Server ○ Cactuar but i can't create character there cause it doesn't show up on my list. I found out recently i have couple irl friends play there and i would like to play with them once in awhile. my payment option is entry(An introductory subscription allowing 1 character per World (monthly billing only). * A maximum of 8 characters can be created.).

○ Cactuar was open all day and i still couldn't make character there.

I think this is a similar issue to what my friend is having. He is on Primal > Excalibur and wants to join me over on Aether > Coeurl but since Coeurl is one a different world (not sure about the terminology on that) he can't see it in his server list, even though it's open for new characters.

I found the answer to my issue, I'm hoping it helps you too. When you first log in, before you hit Start on that really pretty screen, there is an option for Data Center. That's where you can choose different centers and then the realms that are on them.
