Unable to select Dedicated GPU in game

Just bought my wife a new laptop and I am unable to select the AMD 8730m dedicated GPU in game as the selected rendering device; it only displays intel hd4000

    I have tried the following:

1.) loading and reloading the drivers for the card many times to no avail
2.) in Catalyst controls setting the ffxiv.exe as a high performance app
3.) disabling the intel HD4000 graphics in device manager
4.) right clicking the exe to try and set which GPU to use for it (AMD doesn't work like Nvidia does, apparently, you can open catalyst from this menu but not specify to use the AMD chip exclusively)
5.) running the game in full screen mode

I am pretty flustered by the whole ordeal, it's frustrating as hell. I have read that the benchmark will NOT display the dedicated graphics card regardless of if it uses it for the benchmark, I wonder if the in game menu is behaving the same way.

I just wanna make sure i'm getting the most juice I can out of this system, and it's really frustrating considering that I bought this machine SPECIFICALLY because it had a dedicated GPU because I didn't wanna use intel integrated graphics.

    System specs:
    Windows 8 64 bit
Dedicated GPU: intel HD4000 integrated, AMD 8730 dedicated GPU
    FFXIV - latest patch

Any ideas? is there a way to FORCE the game to utilize the dedicated card?

I use my laptop to play as well and I have a Mobility Radeon 4550HD, as well as an Intel chip which comes on i3.
What I do is set my Rad to be the main card, I've set up that it will only work if lap is plugged and just that.

When I open the game, it just shows the Rad, never shows the intel. Try just right-click your desktop and pick change graphic card option, will be a lozenge-like icon, half blue, half red. That normally works for me.
