PVP Wintrade Exploitation, is this reportable?

Well, bug in the coding was just an example, but maybe if the PvP wasn't so boring (according to ppl, I could care less for PvP actually) there would be more people doing it, xD

But out of curiosity, what specific steps are these? Sorry if it was explained before =X

Steps are:
1. Get two parties
2. Queue at same time
3. ????
4. Profit
