Disable tool-tip on the action bar

Is there anyway to disable the tool tip in the action bar? It's very annoying for me. Thanks for any advice.

Under Help, uncheck 'Display Action Help'

Taecyeon, note you can change the tooltip window location selecting the option so the tooltips don't follow the cursor placement.
I mean, from my point of view disabling tooltips is not a good idea, not even for veteran players. I'd rather place the tooltip on a convenient location instead.
