Or does it take whatever is first ?
Sometimes I am itching to get into any dungeon and want to know if join party in progress would get me in faster ?

if you choose that option, when it pops, right in the middle it'll say in Gold Progress X/X . If it doesn't it's a fresh dungeon.
Correct. You can get either a fresh dungeon or an in-progress fill depending on what's needed. And yes, it will speed up your queueing by giving you another potential way to enter the dungeon, although you might miss some chests because you weren't around for them.
Join in progress will get you into a duty in progress if it finds one where your role is needed (in whatever dungeon/trial/roulette you chose). If it doesn't find anything in progress where your role is needed it just groups you into a fresh duty.
Just be advised that it's not uncommon that when you join a duty in progress, the party might be dissolving and you end-up alone or when everyone is about to quit. If that happens, you will have no choice but to exit the dungeon (unless you're able to finish it all by yourself) and you will have to start a new queue.
That risk is not much a hassle for tanks or even healers as they can queue faster, but as DPS it can be really annoying if you wait a long time then end up with a quitting party.
Confirming the above. I used that option some times, but as DPS I will end up in dungeong that already screwed up and people leaving. Maybe good for tank or healers, but as dps I stopped clicking on it.
It can put you in a new instance even if there is an opening for your role.

Yah you can still get fresh dungeon but as others mentioned usually it ends up being a party on verge of breaking, I stopped clicking it as DPS, but as healer isn't a problem
I've had this happen so many times I have stopped using "join party in progress." I've had it happen when I was playing healz waiting on a tank. It's very annoying I wish there was a fix for it. People are confused about dungeon penalty for leaving after accepting a party in progress. I can confirm there is no penalty for leaving a dungeon at the dungeon entrance if you just came in and you are not first person to quit which you obviously aren't if you entered dungeon in progress.Just be advised that it's not uncommon that when you join a duty in progress, the party might be dissolving and you end-up alone or when everyone is about to quit. The best fix of all would be adding a decent tank to the game - one that started with a provoke move that actually worked and keeps the hate. No one wants to play tank because it's borked. Esp at lower levels. Everyone yells at the tank to keep hate but it's not happening. Plus the tank is forced to know the dungeon because he/she's literally leading that party. If he/she takes a wrong turn everyone gets pissed. No wonder no one plays tank.
