If by content sellers you mean people who carry others for gil then no, it's not reportable unless they PM you to no end or something like that.
I blacklist those useless people.
I see no issue with paying someone to help you clear content. It's like they're mercenaries. So what?

It just lets people without the skill to clear clear content...
I don't want people who can't clear T5 looking for T6+ groups. If we have to get a sub for whatever reason, we need people able to coordinate and do their job properly. If you got carried through T5 because you're either unable to dodge (coordinate) or don't do your job properly, you're just going to waste our time.
Those people are willing to sell clears through content. They're not making you pay for it, and as such you're more than welcome to make/join a group and clear it for free.
Do you blacklist everyone that sells items via AH? I mean they're selling completed items! How dare they take away from somebody making the items themselves?
Selling runs for in game gil is the same as a Blacksmith or Armorer getting gil for melds & crafting. It's a vibrant in game virtual economy.
Some people pay to get an exclusive roll on a drop, not just because they can't clear the content.It just lets people without the skill to clear clear content...
