This would be a truly pointless addition for the sake of having it. They have to make it so mounts can't be in towns, not the other way around. This game isn't being redesigned around XI and every game that it's now taking hints from isn't restricting the players at every turn.

If they want to add those other "pointless" additions as you like calling them, more power to them! Do something in game design and making something enjoyable before writing them off because you don't like them.
