You should get a single hq cookie for World first from the devs... and a single nq cookie for server first.

They can send it via moogle mail.

And after you've eaten it and they determine you achieved the world first via cheating, they'll force a GM's hand down your throat to retrieve it.

Make the cookie give a +4% exp bonus instead of +3% like all the other foods. Because they probably won't have a reason to use food for exp anymore in the first place :P
