Installing and configuring a VPN will be covered by those providing the service...but it is usually fairly simple--often a self-contained installer or a how-to guide to set it up with Windows own connection manager. You set the location to connect to (or enter the appropriate address in the Windows manager), click the button that makes the connection, then play as normal.

Things are fine for far too many people for it to be strictly a server based issue. Routing issues are a known problem in general for web based services and also have been proven to be at fault with XIV quite often. It needs to be flushed out....no matter how good the servers are running, a bad route can make the game unplayable.
What do you mean by those providing the service? As in my own ISP will provide one for me? I need to get this connection issue resolved. Having to use a 3rd party program like PingZapper is fuckin ridiculous
