Why exactly do you want on that server? If the server is suffering from locks then it's already severely over populated. Overpopulated servers you might have more people but then you can suffer for that too. When you have events like Odin, who I've not see yet, there can be so many people there you might DC or it will refuse to allow you into the zones since it's player capped. There might be so many people using the market that prices are rock bottom. When new patches are released there will be 'queues' to kill x amount of critter etc. A high or medium-high pop server will serve you just as well.
