Will Chocobos be limited to rental from city-states only?

I realize there are a lot of chocobo threads at the moment, but this is a concern I have about the placement of chocobo rentals. In a recent thread about the implementation of Chocobo, I started thinking about whether or not we will only be able to rent chocobo from the City-States or if we'll be able to rent chocobos at the Camps and/or Quest Hubs. I'm reminded of FFXI's crags which each held access to rent a chocobo right next to the teleport crystal.

The reason this matters is because it makes me question whether or not chocobos will even have a point to them with the anima-system to coincide with them. Yes, I understand that Anima will most likely receive a change, but I don't want Chocobos to be a last resort only used once you run out of anima. And, no, I'm not hating on chocobos. I love that we're getting them. I'm just curious where we're getting them.

Just hoping for an answer from the devs and/or your thoughts about whether or not we should have them. Please give constructive answers and feedback.

I doubt it, if you go around all the main cities and go outside an example is "the black shroud" there you will find near humblederth a chocobo trainer, or is that camp tranquil? someone near a chocobo? they are in place already in all main regions.

Well this relieves me a bit. I don't spend much time in the black shroud so I never noticed them. I'm hoping we'll be able to use them at camps, because otherwise, while I would use them, most players wouldn't simply because of the anima. I wouldn't mind using Anima to get to the camp and then renting a choco to get where my party is!
