I know 383 gathering is required for the level 50 venture but what about perception and GP? Can anyone confirm or disprove the other stats have no effect on the type of items brought back (e.g. perception increases chance of obtaining rare items)?

Yes - it's clearly stated in the 2.2 Patch notes:

- Retainer Gear
Retainers can be equipped with gear befitting their assigned class and level, which will in turn affect items procured on their venture. Items will be procured in increased quantities by increasing either average item level for Disciples of War and Magic, or gathering rating for Disciples of the Land. Moreover, for retainers set as Disciples of the Land, increasing perception will result in a higher likelihood of obtaining high-quality items.

That only says HQ, which I guessed from my experience thus far. I meant items like Taffeta Cloth, Mindflayer minion, and whatever other rare items you get from XIII ventures.
