People are probably going to question why it should be an off-hand, as opposed to just a UI element, and I think that just raising FSH stats to be as high as BTN/MIN stats for the sake of consistency between the classes is reason enough.
Also, it gives us the opportunity to set down our tacklebox when fishing, and costumize it with glamour.
The additional guaranteed materia slot, and a "fair chance" materia slot would be really nice, too.

I think Bait and Lures should just get their own tab in the inventory.
but if SE gives us that, then all the crafting jobs will want their own tabs too.
Tacklebox with its own inventory tab would be perfect, actually. Crafting is not tied to specific spots outside in the open world like fishing is, so that's not an issue with those, really. But if you wanna fish, you pretty much have to carry that buttload of baits with you all the time, unless you wanna port back to a city to access your retainer every time you decide to fish. (And that's assuming you even have space to store baits on your retainers.)
Armorer-crafted? I would think Carpenter.
An Armorer-crafted Tackle Box would have Block Strength and Block Rate stats.

But yeah, there should be an offhand filler for everyone that doesn't have one at 50, if only as a "Stat Stick". Give MRD/WAR a real Tomahawk for that slot...
