Lightning's gunblade is a GLA/PLD weapon because it was added to the game years before GNB was even a thing; it was originally an event reward from a crossover with XIII: Lightning Returns, which ran during A Realm Reborn, while GNB wasn't added until Shadowbringers. Besides which, Lightning's gunblade wouldn't work as a GNB weapon; it's more like the Garlean gunblades, while the GNB ones are modeled directly on Squall's from VIII (that is to say, a triggered vibroweapon).

There are various bits and pieces of Garlean armor made available from various sources; the MSQ offers a conscript's standard issue gear, as well as a more spiffy Eastern-influenced set in Stormblood. There are also the "Law's Order" sets from Bozja - Delubrum Reginae, which are modeled directly on XII's Judge Magisters but also used by some Legatuses (see the Ist's Quintus and the IIIrd's Vergilia, who both use those sets). There's also the Tower of Babil sets, as you mentioned.

... but the core issue is that a lot of high-end Garlean magitek power armor is custom made, tailored to an individual's strengths. In regards to Garlean-model gunblades specifically, people would complain if they could not use the gun function; other than that I see no reason why they couldn't add one as a GLA/PLD weapon.
