I'd prefer it if they just added a way to get them. Give atma as a potential reward at the end of current endgame content.

HM Ifrit, Levi, Mog, Garuda, Titan - 35% drop chance
CT and ST - 50% drop
T1-5 - 60% drop

Simple.
