I'm willing to bet that the people that would buy them are the same crowd that complained the main argument against the current atma was the method of acquisition being too simple (i.e. FATEs). And I will <3 them even more for it. Trust in my peers words would drop even further! (which would otherwise be thought as impossible)
I think a less risky option would be for someone wishing to sell an atma having to buy an in-game permit of some sort. That way friends could trade them with friends, and poachers wouldn't have as large an incentive to monopolize or engage in contract-breeching commerce.
I personally wish the grind was just entirely different, so that the prospect of buying them didn't come to the table at all. The fact that they have a quest that they need to strictly control in order to prevent criminal activity is a sign that the system is flawed in the first place.
Couldn't really see this working. Decreasing the drop rate that some people are already having bad luck with which will only punish those who want to put in the time and effort for their weapons...no thanks. Not to mention it will have a second impact of the people selling them charging ridiculous prices.

Then SE ups how many you need to lets say 12 atma of scorp and 12 atma of the ram lets say they do that.
People would sell them for 1million a pop because they are hard to get and then you will complain about prices being really high that you can't get your atma weapon now and you want them to change it back.
Hello I want to find out how long is alright to farm for 1 atma weapon!
I have used my Zenith Spaira since first day of Zodiarc quest came on game.
And I have spent 168 days just to farm 12 atma stones.
I have used many different strategies and as we'll japanese strategy.
I have worked out that every week I have spent 20+ hours on atma farming and I had 3 Holliday weeks when I spent on each 150+ hours on farming atma. In result it works out that I have spent approximately 850 hours just on atma farming.
I want to know what will happen if I want to aquiere second atma weapon?
Because that time and work what I have put in atma weapon is far Mach more than I have ever heard from anyone.
Ugh I wouldn't want useless Gil for my atma drops if we could sell them. Give me red tomes or allied seals.
Just to cut the RNGesus' wrath, having a labor point system (like some games) would be awesome for those who are at the mercy of thy RNGesus.
Like 5 labor points a day, and 1 atma is 100 labor points. So 12 atmas would be 1200 labor points, 240 days to get all twelve --(this is if you are a total lazy ass and don't want to work for it.)-- This system should be used alongside farming, while still at the mercy of rng, it would give some leeway if you are really stuck. E.g. farming fates for 2+ months and stuck at 11/12 atma, can buy it with labor points.
This just gives a 'light' at the end of the tunnel, however long that is. But again, this should be used alongside farming.

I'd prefer it if they just added a way to get them. Give atma as a potential reward at the end of current endgame content.
HM Ifrit, Levi, Mog, Garuda, Titan - 35% drop chance
CT and ST - 50% drop
T1-5 - 60% drop
Simple.
