levemete bug in moraby and camp bluefog preventing atma weapon progression

Detailed steps on how the issue occurred:
Was trying to unlock the Levemete quests.
I flagged the starting NPC for both zones.
I was out of room in my quest log for other things. I dropped the quests. However, it is still in my quest log, it will not enable me to restart it. I can not drop the quest. It is now stuck, with no quest to start the levemete. I need the levemetes to progress on my weapon. I can not now. There is no button to abandon, the map button does nothing. Please help

The unlock quests usually consists of a quest + a leve. Did you drop the quest only? Or the leve only? Or both?

Check your journal to see what you still have there.

If it was the leve you dropped, but not the actual unlock quest, see if you can pick up a levequest...

Well, the quest that they want you to complete, is completed only when you complete the associated levequest... which it sounds like you managed to drop...
Not sure how cases like this is handled, so you might want to consider opening an in-game GM ticket or support ticket as well.

Worst case you'll have to ask for a rollback, but that means any progress since you dropped the quest will disappear, and the rollback can take a long time.

I did open a ticket with a GM in game, and they sent me here. I can not accept a roll back. I have a level 94 mage, and just paid them again for six months of game time. I shouldn't be punished because their quests risk going into error if someone attempts to drop them because they needed to. Quests should be droppable, especially starting ones, and able to be picked up again without worry that it would cause a game bug. I was hoping a GM would help me. Apparently this is where bugs are reported to get fixed now, as it said in their in-game reply to me, so I'm waiting to hear from game officials.

The next stage after the atma drops is books. In my book for Determination +2 I must completes Leves in Camp Bluefog, and in Moraby Drydocks. Since they are bugged I can not progress.

Can you doublecheck your journal to see that you have no levequests listed, but you have the "Leves of ..." quests listed?

At the bottom you have Levequests with at least one being in Lower La Noscea...
If any of the levequests there are level 20, complete it and you should be able to hand in Leves of Moraby.
The same applies to any Levequests that may be in Northern Thanalan, but those are level 40 instead.

Since the picture didn't show the levequests, I can only hope that there is a level 20 one in Lower La Noscea and a level 40 in Northern Thanalan in that list, and that you can progress from here on.
