How can you even say that luck in an rpg is the equivalent of action in a shooter game? Random events are NOT the very core of the rpg genre. The RPG (which literally stands for role playing game) genre is about the development and progression of gameplay elements. I don't even limit it to saying the progression and development of your character because you can develop other things like weapons and armors, pets, "castles" etc.

Furthermore, when people say things like "Mass Effect or Fallout are shooter games with rpg elements", do you serious think that they mean to say that they are referring to luck when they say RPG elements?
