Well, it could be like regional or faction leves where people can participate even if they're not on the leve and they just get a small bonus instead of the full reward. So, loot could drop only for people who aren't locked out.

Yeah but the dungeon is not some kind of leve that is inititated by one single person, it's a group thing that everyone get's signed to once entering the dungeon, so therefore it would make no sense if people who already entered the dungeon could join others on their trip into it.
