No it isn't. It's an american/european standard. As you can see, Levi/Moggle mog XII cannot be queued in DF for a reason. And I don't think it's just because SE "forgot" to make DF available.
Might rather have something to do with people crying that "noobs" were ruining their Titan Ex/Ifrit Ex runs in DF "cuz they're so nub lol"

Its heaps simpler to practice in DF though. It takes time to form parties on PF, and if people decide to just up and leave (which they do, regardless of your rules), it will also take time to reform. No it isn't. Reputation also.. I feel at ease when I'm practicing there, because on server people would remember quick that maybe I don't learn fast or screw up too much. Might as well train hard as anon

Yeah it's just something the westerners try to push, in Japan it's quite literally the other way around. DF was meant for people to get stuff done outside of preformed parties at off times and such. Not practice. No it isn't. It's an american/european standard. As you can see, Levi/Moggle mog XII cannot be queued in DF for a reason. Yea as a "westerner" I can only find it sad that other "westerners" push this garbage.
