Looks like a recolored Hoplite Tabard

It's a tabard of some sort. Probably can dye a cotton tabard to look like it.

It's like one of the 40ish Tabards from the GCs, but you can't get that color.

Don't think so. It is the Cotton Tabard (level 8 or so). I presently wear it, dyed Dalamud Red. It still has that metal crest on it as well.
