Might have been like Archeon's blade fragement, a rare chance drop at the last boss of CT.
While a higher probability would be nice, as in a guaranteed drop in every single instance, even if it's just a single of each item. The odds are still stacked high against you unless you run it non stop with a premade party (or premade alliance if they actually get that feature implemented in time for 2.3), if not, it's extremely desired items at the moment, so there's still a 1/7 chance you aren't going to get the lot on it, even if it's a guaranteed drop every single time. If it has the RNG of the fragment right now for Archeon..that would be horrible. And even with the aforementioned running it with a premade party, I'm sure they'll return to the lock out system for CT again this time, so that's a 1/7 chance, once a week anyways. Even if you are so lucky to get the lot every time, would still require 10 weeks worth of farming to actually upgrade every slot.
Nope, it should still be locked. They could make the last CT boss drop either a Sand of Time or an Oil of time, but same thing - once you lot, you are locked for the week. It should not be a guaranteed drop and yet, totally farmable. It would make the drops from coil a total joke.
Plus, most people do mix and match for BiS, and it's noted that the soldier tomes seem to focus on a lot of "unwanted" secondary stats, such as skill speed for BRD/PLD and how the healer set benefits mostly SCH due to massive critical. I'm not into every class's BiS but generally I get the vibe from my raid members that only about 1/3 of the 12/13 pieces of their BiS is soldier pieces.
So.. that's approximately 4 pieces of gears requiring sands/oil to upgrade. Not a lot really. Assuming you can clear T9 before 2.3 (quite a handful of teams already on T8 and T9), in 2.3 you have 12 weeks time of farming coil - which means 24 sands and 24 oil dropped, assuming split equally, 3 sands and 3 oils each player, which should be sufficient for your BiS needs.
And assuming you can get either a sand or an oil from CT per week, that's 12 of such items. Really more than enough, even if you want to gear 2 classes by the end of 2.3

It's a little harder on some, like Scholar for example. Scholar needs like 5-6 Sand, not including the weapon, and roughly 2-3 Oil. Yeap, certain classes need more like SCH which benefits more from the soldier stuff due to the delicious crit there, but there are also certain classes that requires less, such as BRD (technically 2 sands, chest and belt, weapons excluded since you excluded in your example), so the raid can distribute accordingly. Assuming your WHM goes for DET/PIE on the left hand side, technically the WHM only need 1 sand for the Daystar Breeches while the other 5 body pieces are High Allagan as BiS. So, that's where you could get your extra needed sands from.
As a WHM, I can live with one Oil for the Ring. For the rest, I'll go high allagan and pass stuff to my SCH partner.
It is also a t9 drop, accessibility of gear should be a consideration bis is so incredibly long term at this point
I know. Doesn't matter that much for me. Sure, I can't count on high allagan that much yet (our static is cursed for not getting healer drops anyway xD) and buy the daystar stuff in between, but when it comes to sand and oil, it is better suited for the SCH (especially sand).
