I thought it was pretty common knowledge. I guess if you weren't following housing news since 2.0 you may not have known. I would have to look through the live letters before 2.1 to find exact quote.

People wanted Personal housing first. When Yoshi confirmed we were getting FC housing instead, he mentioned we won't get the personal one til 6 months afterwards in response to the backlash. e.g. patch 2.3

But it's a moot point. Things change, delays happen. I'm fine with the rooms, I'm just making a PSA for the people that were expecting personal houses. If you weren't expecting it, then good on you.
