Hate to be on the bad people's side.. but as long as they aren't voting to abandon, they have every right to quit out of the dungeon and eat the 30 minute penalty. Reporting them in this instance is doing absolutely nothing since they aren't breaking any rules.

Quitting like that could be seen as trolling .. i don't want to say it's should be considered as harrassment but since their actions affects badly other players' experience and it's annoying just like tells from RMT they should get something worse than 30min penalty during which they could do everything else. That's why reporting them to GMs should worth it and result in something different from a standard reply. . IMO
