SE could even take this one step further. If in their server processes they included something that would tally /ignores against each account receiving one, they could enable a proactive process that could suspend accounts that received a certain number of /ignores from enough accounts within a short period of time to indicate that the offender was probably an RMT spammer. This same process could flag the account for expedited attention from customer service to see if the suspended account is actually guilty of RMT activities and allow them to take appropriate action. This could include removing the suspension and restoring an account unfairly targeted in some manner.

Such a process could suspend an account across all worlds as well. In targeting RMT accounts this way, the spamming accounts could be locked out within just one or two carpet spams on any one world.
