They need to do a check, based on how close the party is to the end, and how long left on the timer. Between two dungeons that have 2/4, the one with less time on the timer should ALWAYS take priority IMO, that run is far closer to failing than the other. As for 0/3 and 2/3, that should also be dependent on the timer IMO. If the group for 2/3 is at the final boss with 30 minutes compared to the 0/3 group that's either at the first boss or still at the entrance to the dungeon with 40 minutes left, the 0/3 should take priority since they'll come the closest to failing due to their location and the timer.
