Maybe if the NM pop up as a NPC in the open world. Then the first party who click on it get moved into an instance where they fight the real NM while the NM NPC in the open world vanish again
Not saying its not impossible, but it'd be nice if the Atmas were also a guaranteed drop, considering Odin/KB have such a long respawn time.

Well no claim system is what the community wanted. I believe if there are enough NM spread out then it wouldn't be like Odin or Behemoth. Also they make the NM's with actually tactics like Shanotto or Trails it would cut down the mindless zerg.
The key issue with those two is only one is up at a time so the entire server runs to it. I think starting with 20 NM, not displaying FATE on over world map, and spawn times from 4-18 hours would help this problem.The very long and rare spawn timer is the real problem with those FATE NMs. People don't want to miss out on this opportunity to fight Odin or Behemoth, thus overloading the server. If this crappy spawn timer goes away and 1.0 normal respawn timer replaces it (including the additional 4-5 NMs being implemented back in the game and spread out to their respective zones), then the problem with overloading will be solved in an instant. The worst heavy load you'll have will be equal to those during the beast tribe area after the reset
FATEs feel cheap because they aren't rare. Making them rare by spawn timer would make them feel unique.You do know that there are already NM Fates of several, if not all, of the 1.0 NMs. I've fought some of these NM Fates in chasing atma (haven't gotten any... T,T ). So you want more NM Fates? I think we have enough as is, if not too many. Fates don't feel all that special, more would cheapen them even more, if that makes sense.

That is a terrible idea and flies counter to why they made the Fate system to begin with. All that will serve is to create the same claim practices that made NM camping in XI exercises in futility.
