I can see 3 things wrong with your system. Windows 8.1 (but not much you can do there unless you go back to Win7 ;P). Can I say how mych I hate windows 8*? hehehe

There is NOTHING wrong with Windows 8/8.1 when it comes to FFXIV and graphics driver performance.
IF anything Win8 would be better on that system as it has more optimizations for memory management and multi core threading.
