    Some ISP's are experiencing outages lately, and it is affecting transit/peering in certain regions. May not be your ISP, but it could be one they've partnered with for transit/peering that is negatively affecting your service). Check your routes to your game or lobby servers. If you find signs of high congestion/packet loss, forward it to your ISP's Teir3 support so they can escalate the problem to the proper parties to correct the routing to avoid these areas.

    Just review some of the data at some of the companies in that list (it has ISP's and content providers like PSN, XBL, Netflix, Hulu, etc.), and you may see a pattern for regional outages. Nothing new... it happens all the time. When it is affecting you , you need to lean on your ISP to address the routing problem.

    They can and should handle this for you. Just need to provide them good data to investigate. A proper tracert gives them a good starting point.
