It's not a PvP focused game, the 3 main city-states are not truly against each other, they're unified for the threat of the Garlean Empire and also the Primal Threat/Ascians.
2.3 is looking to change that. Here is the new scenario, World was almost destroyed by Bahamut. The Garlean Empire threat stopped and the nations struggling to survive, it's only a matter of time before they turn on each other, a fact the Ascian are looking to exploit. Hence Frontlines.

Actually from what I understand 'Frontlines' is much like the Wolves Den lore-wise - it's combat training. The three nations are not going to war against each other (as that violates the pledge the three leaders made at the end of Operation Archon, to uphold the alliance and that the Grand Companies would be eventually united under one banner) - the whole point of the Grand Companies and the Alliance is for that very reason after all, so that the nations would not end up fighting one another while the Garleans invade.

Basically Frontlines is just a training exercise - a large scale one to be sure, but training none the less. Think of it like wargames rather than actual war.

Actually, I see Frontlines as more like Military Exercises to get large groups of players together, each representing themselves, their FC's or their GC's and working on strategies that will hopefully help them in future wars against the Empire. No actual tension between the 3 City-States themselves, but going into it full tilt to get the most potential scenarios that could potentially occur in an actual war. Going along that same thought - it'd be kinda cool if they included some iconic NPCs for these Frontline battles as well.

Such as, let's say, if they make it so a GC takes particular interest over the the field, then maybe at some point you can actually go head to head against the Leaders of the GCs themselves.
