Garuda EX Quest not properly updating, not recognizing Garuda defeat

Gale Force Warning, the quest for Garuda EX, involves attuning to the beastman Aetheryte at Natalan.

I did this. Twice, in fact, because the first time I managed to get a party together, I did it again just in case- because the journal still told me to do it.

Once you attune, The Howling Eye (Extreme) is added to the Duty Finder, and an "Entrance" portal to it appears outside of the aetheryte.

That happened the first time.

Then, you beat Garuda EX, and get an item. The item is used to finish the quest.

That did not happen. Upon checking my journal after beating Garuda EX, it still said to attune to the aetheryte. So I went to the Aetheryte, I attuned to it, and THEN the journal changed, telling me to enter the Howling Eye and beat Garuda.

With how much time wasted in the duty finder and party finder and how much effort it took to finally beat Garuda EX, only for it to not be recognized by the game in any way, I would consider this a pretty huge bug. I was already blocked from advancing the story because I couldn't find a party, and now I'm blocked from advancing the story because the game doesn't recognize that I beat Garuda EX.

You can see in this image where we beat Garuda EX, and then it says that i completed objectives well after leaving multiple locations- that's when I attune a second time. There's no completed objective upon beating garuda, and there's no item found upon beating garuda.
