CNJ Spells Reset Upon Leveling

On two different characters this happened. With White Flame I noticed that my spells were only doing minimal damage as if they were level 1 again, my healing spell cure was reduced to 24 HP restored. No cleric stance was not active, the character was level 21 at the time.
I gave up when nobody else had the problem and made a new character. Got to level 17 and went into the satasha dungeon. Ranked up to level 18 and boom, all spells useless, cure restores 24 and my attack did 9 damage.
Anybody else on the forums have this problem? Any resolutions? I talked to other people in the CNJ class and was told they never experienced this and that at around their level cure was doing ~100 HP restore.

No, my weapon is not broken.
Spells were fine this time i logged in. Weird.
