    Flash is just a flat aggro increase that doesn't deal damage, so why would you expect it to scale with Echo?

    Flash isn't a flat aggro increase. It's based off of attack power. Since Echo is a damage buff, it wouldn't affect Flash, which kind of sucks since it's supposed to increase *everything*.
