If it would be server based, there would be one server with 10.000 people on it and the rest of the two million subscribers would live on the other one.

I would question the 2 million subscriber number. Given the how the, typically, more populated areas look during peak times, I would better guess that this number is of units sold with the free month, rather than 2 million active subscriptions.
