Raise/Ressurect too low

The way I see it, it's like if people were to complain that:

SE: "Marauders get a new Weapon Skill @ Rank 28 that deals double damage under steadfast."
Rank 50 MRD: "WTF SE? Why is it rank 28? That negates all of my hard work I've put into leveling only to make the class easier, gg SE, GG and yes Square I am ignoring the fact I'm rank 50 and will have automatic access to it but I'm going to complain anyway!"
