Raise/Ressurect too low

This change was to have raise widely available for the low lv instances... with the 5 min CD alot of people should and will have it on seeing as it's no longer a grind to get it... get over it people, it's called balance... I'm just glad you're the ones not making the decisions LoL

Edit: And is NO ONE happy that we're finally getting a raise animation? :O
