He didn't make any assumption. He just stated that nowhere did they (they being SE) say that the drop rates would be adjusted or changed. Which, as far as I know is true unless they did say so somewhere in a recent statement.
Now if he had worded it as, "They will never adjust drop rates or change the first part completely" then that would equate to being an assumption... GG
It's because primals you need to press more than one button. Fates two if you count hitting the level sync.

Stop staying in the same zone for more then 2-4 hrs. I put in under 15hrs to get all my Atma. I did not sit there everyday and spam fates, I would hit a few on my beastmen daily's and spend a little time farming a zone then i would move on. Most of the time i move i get the next Atma with in a few fates. Farming the 13500 myth is more annoying then the fate farming.
1,000 is a bit ridiculous, but me and my FC members had a discussion about this being a fix as well. If they just kept the RNG the way it was, and put a default counter on each zone (lets say 50, just for the sake of picking a number) then I think a lot of these threads would go away.
You've done 50 Fates in South Thanalan without a drop? Ok, counter has filled up and your 51st Fate would give you an Atma, guaranteed. Using 50 in the examples would guarantee that you had all 12 by the time you did 600 FATEs, maybe sooner if the RNG shined down on your for a zone or two.
Think 600 FATEs is too many? I got my 12 Atma's on the first weekend of 2.2 and I still had to do over 700 of them, so I think it's pretty fair.
But, a simple fix like this would calm a lot of people down, I think.
Unless everyone that said they didn't want it handed to them on a silver platter was just flat out lying. This way you would have something tangible to look at, and not be left wondering forever if you were going to get your drops.

Not sure what people were expecting with atma and animus weapons. Yoshida said, before 2.2, that most people will not have an animus weapon before the next stage is released.
Although the atma system is not perfect, you should expect to spend at least two weeks stuck at that point. If you have bad RNG, tough titties. There are people who had turn one on farm since October 2013 and still have not seen monk pants or caster ring. Bad RNG happens in every MMO, get over yourselves. Time investments do not always pay out.
What can help with bad RNG? There are many different weapon alternatives in the game you can acquire while working towards your animus.
Somebody started an atma solution thread in the suggestions section. I for one going to leave feedback in game. 4 weeks and only 1 atma is maddening.

Hi guys, I'd like to add a perspective from someone who has their Atma weapon but isn't an insufferable moron (to the best of her knowledge). This quest is AWFUL.
There are literally no redeeming features of running low level fates endlessly. You get no XP, very little gil and very few seals worth mentioning. Anyone dumb enough to use the comparison to coil runs or avatars has no clue what they're talking about. Guaranteed loot versus no loot and a tiny chance to get your atma is no comparison, it's a broken system and needs to be addressed.
No one would care if we had to do something to EARN atmas. Heck, I prefer the massive myth grind to the atma grind simply because I'm guaranteed to progress rather than being stuck at the same point for days on end. No one has asked for an easy ride, so stop using that as a weak excuse for why the system is fine. People are asking for an end to relentless grinding for no gain, that's all.
Anyone who can't understand that simple concept likely still drools on their keyboards.
I got my Atma weapon quickly and I agree it's an awful, stupid system. It should be linear progression like the rest of the quest afterwards. (1500 Myth per tome and clear goals within the books.)
Too many people didn't like FATE grinding to begin with, and forcing them to do this to get their favorite weapon and then relying on luck for it to drop in any sane amount of time is just silly. It's even more silly to argue that it is supposed to take people a while, because some of us took no time at all to get the 12 Atma crystals in this current system.
tl;dr, it's unfair and needs to be changed.
I like the current state of Atma. I don't have a atma weapon yet. But it gives me something to do vs doing a 10 min quest and whining there is nothing to do.
As for if it's fair.
It's completely fair.
You have X chance of getting it.
Only system I think they should put in place is an Atma exchange. Where if I got 2-3 random atmas I could exchange them for the ones I want.
My wife has 3 atma of the crab from doing fates well doing dailies.
