A matching system will be implemented so high rank players don't get matched with low rank
2.25 will be a big patch for PVP
The animal series will be implemented in 2.25
2.25 is going to have a massive PVP update
Frontlines will be coming in 2.3

Also, because you can obtain all PvP-specific gear after reaching rank 30 and become extremely powerful very quickly, we'll be making adjustments to the timing of rewards to make the upgrade process more gradual. We are also planning for a large update to the Wolves' Den in patch 2.25, at which time we'll raise the maximum PvP rank to 40 and implement the new PvP-specific equipment that I've shown off previously. We're calling this the “Animal Series,” so if you are into PvP, be sure to get this equipment and try it out with glamours.
You can argue that it seems to only explicitly state a change in maximum rank and addition of new equipment, but the wording implies that there will be a large update to the Wolves' Den, and the rank increase and equipment addition will happen IN ADDITION to it. That is what PvP players were desperately hoping for given how broken the current system is.
