I think more people would be more motivated to do the quest if:
1) Atma drop rate increased dramatically
2) Book grind instead of 1500 myth to 900 myth

1 - increased drop rate would allow lucky players to finish even faster = more QQ from unlucky players.
2 - seems reasonable.
If the grind portion could just switch to a static grind I.e. 50k GC seals per ATMA that would probably fix it.
I do agree with something like that. I've seen a number of responses to that go along the lines of:"But then you can grind it on any level." Though that could be solved by making the item purchasable ONLY when you have a zenith weapon equipped. While yes, you could farm for the first one or whatever before you have it, the cap on seals would prevent you from farming any more. I think the idea of a set goal is a lot more encouraging than "Hope for the best."
Edit: I should add, what I was getting at is preventing the ability to farm for the atmas BEFORE you obtain your zenith weapon. I still agree that we should be able to farm fates on any other job/class/level. The main selling point of fates is experience. You take that out of the equation and it becomes virtually pointless. I think most people are quite dissatisfied with this current system because, as many have noted before, if you don't get an atma, it's essentially just wasted time.

You know, I don't want to throw a wet blankets on players. I do not think they should increase the drop rate, I do not think they should decrease 1500 to 900 myth points for books. I believe it is fine the way it is. If you work hard and Determined to get the Atma's even with the horrible drop rate(luck). I'm glad they make us work hard for (at least something instead of giving us a golden spoon into our mouths). I farmed 3 sets of Atma's weapons in a week from a small period of time. I am disappointed that Yoshi did not implement Novus at the end of April. Cheers for players, who want items to be feed to them.

I got my atma weapon in 2 days which is not bad. That's 48 hours non stop. There are people out there that go to work get home and have a couple of hour to play. If the rate drop is non existent this people are gonna be "farming" for weeks. Or specially for those Fates for books that take 3 or 4 hours? They gonna miss out big deal on this. The rate drop needs to be amended.
Let's not forget this is to make the make more balance for everyone. Or course not much for those who live under parent rules and don't pay any bills and have all the time of the world to farm.

[Solution:] Let us gather Atma in FATE's regardless of job/weapon as long as we have the quest accepted/completed.
I could have (and would have) leveled 3-4 jobs from 1 to 50 through FATE's alone if that didnt make the current chance of obtaining Atma zero. I would have a goal to aim for then atleast, and if i wouldnt get any atma after 2-3 hours of grinding, atleast i would have gotten some jobs leveled up in the process so it wouldnt have been a total loss. Right now you HAVE to be on a Zenith job with a Zenith weapon to get any :/
Readjust the current atma system PLEASE! At least to a system that not luck base and unforgiving.

But seriously the Atma needs to be fixed. I know it was intended to increase ppl doing Fates but its turned into mind numbing experience.
The unfortunate part about ATMA is simply: it's not fun.
In fact, it's the opposite of fun. It is a negative experience. Players play the game to have fun.
I know people who have been grinding for a week to get 1 atma drop. It is getting to the point where it's infuriating them. I was able to grind my ATMA out in a decent amount of time, but it doesn't change the fact that I feel for my friends that are having issues with it.
I agree that the atma drop rate needs to be increased and the cost of the books should be lowered.
