Small confusion about forum rules

If we start a new thread on a topic that already has an old thread, they sometimes get deleted as you don't need multiple threads on the same thing. This is understandable by itself.
If we post on old threads on topics we wish to add new discussion to, the thread sometimes gets locked as the older content of the thread has run its course. This is understandable by itself.
My problem is, it seems as though this forum has adopted both policies regarding threads and it's causing some confusion as to which we should do or if we should just consider something once discussed as taboo. This is also creating another problem where some feedback can only be discussed only once and only for a limited time.

I'm not even sure if asking this question itself is against forum rules as I am asking about deleted threads, so if I get my ban I would at least appreciate a response to the question as to better use your forums within the guidelines.

Do we take it as "The place where you submit Feedback through the website, instead of submitting it through the game", or is it "A place for feedback on how they should change the website"? I and everyone else naturally asumes the first (since it would be silly to have feedback on how to change the website), but once in a while, well... you know...

This is about forum rules so it's on part with your topics name, but different than your specifics. I can't create new threads because (I have reached my limit or my main character's level isn't high enough). I have my main character set to my character that is a lvl 23 Archer/19 LTW/19 PUG, so what the heck is that?!

What it comes down to is SEs "support", to include their forum moderation, is godawful. Hasn't changed in years and it's not going to change anytime soon.

Amazing game... but the support, it's like they try to be bad.

Actually, this section of the forums is about feedback for the websites, forums and other official websites associated with FFXIV. It doesn't say in the forum rules that it is for in-game feedback, that I can see.
So, on that note, I would really like a sub forum section in the feedback area for offering in-game suggestions
