Noone is forcing you into coil. The i100 stuffs is fine the way it is. There's nothing outside of coil that requires you to have i110. And before you say Coil 2 don't require full i110 neither, the team that beats turn 9 has various i110 pieces, mostly the DPS weapons so you DO need some i110 to beat it. All 4 DPS had the i110 weapons to meet the DPS check. Eventually, they'll probably add more ways to obtain the oil and sand of time when the player decides turn 6-8 is easy enough to do.
And I've seen plenty of people quit over capping tomes each week, having no desire to beat coil so yes it's also a common reason why people didn't do coil.
