Howling Eye(hard) how to unlock?

I completed Bowl of Embers(hard) and my journal tells me to use the duty finder to access Howling eye and it's nowhere to be found on my duty finder. When I look on map( from journal) it shows a point in NCH, but when I go there, there is no waypoint. Can someone help me with this please?

Go to the Waking Sands and talk to Papalymo ^^

You need to go to natalan in coerthas the attune to the aetheryte then it will be added to your duty finder

Thank you! This is what I was missing. You must go to WS before you attune to the crystal in NCH.

you will have to do the same thing for Titan HM and em primals too (if I remember correctly)
