I dont know where are you from, but at least in México 4% of the population speaks english.

I don't really take wikipedia seriously. But from the Mexicans I know personally, since I live in a urban area, have debated with me that most of them understand the English language better then Americans. Because they have been studying it their whole lives or something along those lines.
