There are laws that have nothing to do with the number of gamers. Germany and France have laws where games must be translated into their respective languages in order to be released on Europe (not just aforementioned countries).
Not the best way to demand anything if you insult other country, even though you're most likely kidding...
Where does this vague data come from? Rhetoric question, you know...
On the other hand, is SE who decide if that percentage is enough for them to translate the game into Spanish (with all that involves that translation: PR, localization, support (phone, online, in-game), community team, etc.).
PS. This is coming from a native Spanish speaker and I support translation even though I would keep playing the English version.
English is not my mother language. I'm trying to do my best, so please don't be rude...
